This is concept art for Hyperdimension Neptunia mk2.
From the HDN1/mk2 art book. Apparently, their original "skill" was supposed to be one of the sisters kissing the other on the cheek, which boosts them up in power (AKA "charging"). That, and their very first designs having bloomer pants and robotic antennas (?), and their pre-final designs having a noticeable bustline.
