Originally traded under Kotobuki System. A Japanese developer originally involved with manufacturing equipment, Kemco was transformed into a game developer after one of the higher-ups was a friend of Nintendo president Hiroshi Yamauchi.

In the eighties, they were probably best known for converting three of Icom Simulations' MacVenture games to the NES; Deja Vu, Shadowgate, and Uninvited. While they would later produce the Top Gear series, present-day gamers would later discover a complicated story of constant licence juggling. Kemco was notoriously frugal with their games, rebranding them with licence after licence with one Disney game being turned into a game starring Kemco's impromptu mascot. They're still around to this day, functioning more as a publisher than a developer.
