Hot Shots Golf Fore! is more golf for everybody! This time there's online (for North America and Europe) as well as some playable characters and caddies from other well-known PlayStation franchises.
This is the last game in the series to have entirely different character rosters between the Japanese and international versions.

The default characters unlocked from the start of the game are not available in the VS. Mode. Despite this, there are still portraits for these characters which would have been used in the VS. Mode. Portraits exist for both the original Japanese characters and their North American counterparts.

In the North American, European and Korean versions, Jak and Ratchet do not have entries in the "Costume" section in the "Items" menu as they do not have alternate costumes. However, they do have images which would have been used in the "Costume" menu.

Debug Mode

Applying the below code will enable debug mode which grants access to a debug menu when playing in training mode.

With the code on, press R3 then L3 to enable a debug menu when fully on a course. The main debug menu allows you to toggle various settings, change characters, and play sounds and animations.

Opening
- The European version displays a language select screen, with a unique background not found in the other versions. The language select appears before the memory card check.
- The English translation differs between the North American version and the European/Korean versions.

- The characters on the save screen are separated by borders. In the North American, European and Korean versions, there are horizontal and vertical borders to separate each character. The vertical borders are not present in the Japanese version.
- In the North American, European and Korean versions, whenever the player has unlocked a costume for a character, that character will be wearing their alternate costume on the save file. This is not the case in the Japanese version.
Menus
- The character in the main menu is named "Kyoko" in the Japanese, European and Korean versions while in the North American version, she is named "Erika".
- Additionally, Aya, Garuda and Nina can appear in the menus in the Japanese, European and Korean versions while in the North American version, they are replaced with Phoebe, Brad and Renee.
- The North American version has a different text font in the menus than the European/Korean versions.

- Some of the lower menu text has extra color in the Japanese and North American versions while in the European and Korean versions, all of the text is white.
- The Japanese version uses Hiragana, Katakana and the Latin alphabet for its passwords while the North American, European and Korean versions only use the Latin alphabet.
- Additionally, the North American version and the European/Korean versions have a completely different set of passwords.
- In the North American and European versions, the player can press circle on the first menu to go back to the main menu. This is not possible in the Japanese and Korean versions.
- The Japanese version has fifth menu option for the National Tournament mode (see below). National Tournaments were removed in all other versions, and the menu option was blanked out.
Shop

- Each version uses its respective logo in the background image.
- The North American version has a different shop keeper.
- One slot in the shop in the Japanese version is dedicated to a sign stating the category of the page. This sign is not present in the other versions.
- This is why certain pages have a blank space in certain menus as each menu option was moved forward a space but no other item was moved up to the top shelf.
National Tournament
- In the Single Play menu, the Japanese version had an exclusive National Tournament mode, which was carried over from the previous game. Players would connect to the Minna no Golf 4 website to obtain a code that could be entered in the game, allowing them to play a golf round under specific conditions. Players were able to submit their score to the website and the tournaments ran monthly from December 2003 to August 2007. This was removed in favor of the online mode in the international versions.

Rosters
Each version has numerous differences in its roster of playable characters and caddies. Each version has 24 playable characters and 10 caddies in total. Some characters that are present in all versions also have different names depending on the region.
Golfers
- The following characters are present in all versions:

- Sakura (Misaki in the US version)
- Chaos (Bronson in the Japanese version)
- Falcon
- Z
- The rest of the roster in the North American version is completely replaced. Two notable additions are guest appearances from Jak and Ratchet.
- The Japanese version has Sylvia and Hitomi as exclusive characters.
- The European and Korean versions mostly share the same roster as the Japanese version although Jak and Ratchet replace Silvia and Hitomi.
- Additionally, Nanako was renamed to Billie in the European/Korean versions. Chaos also kept his North American name.

- In the European/Korean versions, Jak and Ratchet's character select icons are more zoomed in.
- In the North American version, Jak and Ratchet's costume slots are marked with an X to show that they do not exist. This was removed in the European and Korean versions, with the slots simply being blank instead, like with any locked costumes.
- The placements of each character in the second table have been altered in the North American version (for example, Kamala is a direct replacement for Gloria but the two characters have different placements on the menu).
- Some of the characters in the second table in the North American version are not direct replacements for any characters, having unique stats, animations and so on.
- In the Japanese version, any stats which are at least A tier are listed as "good" points while stats which are D tier or worse are listed as "bad" points. This was removed in the international versions.
VS. Mode

- Asia was redesigned in the North American version, with the map being shifted to the right and there is no longer a zoomed in version of Japan to house the Japanese golfers.

- In the Japanese and North American versions, Sam/Musashi is located in Kagoshima. In the European and Korean versions however, he was relocated to Tokushima.
- Falcon's location is different in each version. He is located in Quebec in the Japanese version, Newfoundland & Labrador in the North American version and Alberta in the European and Korean versions.
- In the Japanese version, Marion is located in Costa Rica while in the European and Korean versions, she is located in Mexico.
- All of the characters in Europe had their locations shifted in the European and Korean versions.

- In the Japanese, European and Korean versions, Yumi's skin tone is more Asian. In the North American version, Kayla's skin is whiter.
- In the North American version, Kayla has freckles which Yumi does not have in the Japanese, European and Korean versions.
- In the Japanese, European and Korean versions, Yumi's golf bag says "Mingol" (an abbreviation for "Minna no Golf") while in the North American version, Kayla's bag says "Hot Shots".

- Aimi/Amy's slot was moved in the North American version.
- Yumi in the Japanese, European and Korean versions has brown hair while her North American equivalent Kayla has orange hair.
- Kayla/Yumi's pose in the items menu was changed for the North American version.
- The North American and Japanese versions share Mochi (Poochie in the Japanese version) as a Caddie.
- Mochi's default costume was changed in the North American version.
- The North American, European and Korean versions share Daxter and Clank as Caddies.
- Daxter and Clank had their slots moved in the European and Korean versions.
- The Japanese, European and Korean versions share Mari, Sandy and Pipo Monkey as Caddies
- The Japanese version has Grandmother as an exclusive Caddie.
- The North American version has Bertha and Sophie as exclusive Caddies.
Other changes
- Save files takes up 727KB of free space in the Japanese version, 800KB in the North American version and 802KB in the European and Korean versions.
- The Japanese version oddly states that the memory card needs 750KB of free space, despite save files only taking up 727KB.
- Aya is used for the memory card icon in the Japanese, European and Korean versions while in the North American version, Phoebe is used.
- The save icon is animated for the North American, European and Korean versions but not the Japanese version.
- An online mode was added to the North American and European versions. The Japanese version lacked this mode due to the availability of a separate game, Minna no Golf Online. The Korean version also lacks an online mode.
- The Japanese, European and Korean version use Circle for shots, with X being used to move the camera backwards. These controls are swapped in the North American version.
- The Japanese version also uses circle to advance through menus and X to go back through menus. These controls were naturally swapped in the international versions although Circle can be used to progress in certain instances in the international version (such as skipping shots).
- On the course select in the Japanese version, there are two icons for each season on each side of the season's name. In the international versions, there is only one season icon as two would not fit in the box in translated languages.
- The spring icon was redesigned in the international versions. The flower seen in the Japanese version only has five petals while in the international version, the flower has more petals.
- In the Japanese version, the icon for summer is a watermelon while for international versions, the icon is a palm tree.
- The Japanese, European and Korean version use metres as their unit of measurement for putting while the North American version uses feet.
- When using Full power shots in the Japanese version, the character and ball emits red fire (just like a standard power shot) while in the other versions, they emit blue fire to match the blue HUD for Full power shots.
- In the Japanese version, it is possible to move the camera up and down with the D-Pad after taking a shot, before the camera pans to the ball. This is not possible in other versions.
- In the European version, turning around and moving the camera is slower.
- In the North American version, the game shows a grid when taking a shot, showing the height of the terrain within the grid (as long as the shot can't reach the green). In the other versions, this landing grid is not available from the start with the player having to unlock the landing grid much later on.
- A different jingle plays when unlocking things in the Japanese version after a round compared to the other versions.
