According to Famitsu's strategy guide, the image that was originally intended for use was deemed too sexy, so a zoomed-in version was used instead.

Debug Menu
The debug menu from the Dreamcast version is still here, but since the Sega logo movie is absent, it cannot be accessed via hidden commands.
To use the debugging feature, apply the following code:
C1 Enable Debug _L 0x2037EF70 0x00000001
Press L+Start to enter the debug menu and Start to close it. Most debugging functions work, but no text appears onscreen.
